Beyond Compliance: Historic Preservation in Transportation Project Development. National Highway Institute Course 142049

The regulations implementing Section 106 of the National Historic Preservation Act strongly encourage close coordination between Section 106 activities and National Environmental Policy Act (NEPA) requirements, as well as consultation with Native Americans, local communities, and the public. The regulations also give agencies flexibility to streamline the Section 106 consultation process. This course is designed to help transportation professionals, local governments, and historic preservation specialists meet the requirements of Section 106 and take advantage of the flexibility and autonomy offered by the Section 106 regulations. The course focuses on the fundamentals of NEPA, Section 106, and Section 4(f) of the Department of Transportation Act, and provides techniques for coordinating transportation planning, project development, and compliance with these three laws. The emphasis is on practical approaches for real-world situations and the importance of balancing stewardship and project delivery.

Instructors

Mr. Terry Klein, the SRI Foundation’s Executive Director, has a B.A. in Anthropology from the University of Arizona and an M.A. in Anthropology, specializing in cultural resource management (CRM), from Southern Illinois University, Carbondale. Mr. Klein co-developed the NHI course Beyond Compliance:  Historic Preservation in Transportation Project Development, and is one of the course’s lead instructors.  Mr. Klein also co-developed and co-teaches the Foundation’s two-day course, Integrating the National Environmental Policy Act and Section 106 of the National Historic Preservation Act.  Mr. Klein also serves as the Foundation’s Project Manager for providing historic preservation technical expertise to state Departments of Transportation nationwide through the American Association of State Highway and Transportation Officials’ (AASHTO) Center for Environmental Excellence technical expert program.  Mr. Klein has also served as Principal Investigator for several National Cooperative Highway Research Program nationwide studies on best practices in historic preservation and transportation project delivery.

Dr. Lynne Sebastian, the SRI Foundation’s Director of Historic Preservation Programs, has a B.A. in English and Secondary Education from the University of Michigan, an M.A. in English literature from the University of Utah, and a Ph.D. in Anthropology from the University of New Mexico. Prior to joining the Foundation, Dr. Sebastian served for 12 years as Deputy Director and Director of the New Mexico State Historic Preservation Office.  She has over 20 years of experience in historic preservation and is a nationally recognized expert in historic preservation regulatory and legislative issues. Dr. Sebastian co-developed the NHI course Beyond Compliance:  Historic Preservation in Transportation Project Development, and is one of the course’s lead instructors. Dr. Sebastian also developed and teaches several courses for the Foundation, including Principles and Practice of Section 106 and an Advanced Section 106 Training Workshop, designed for state Departments of Transportation. 

Who Should Attend?

This course is for representatives of local governments and metropolitan planning organizations responsible for compliance with Section 106 of the National Historic Preservation Act and the National Environmental Policy Act. Private sector consultants who work with these agencies and organizations, and staff from Virginia DOT’s Local Assistance Program should also attend this course.

Contact Hours: 19.5. For purposes of the VA DPOR continuing eduction requirements for Virginia Professional Engineer license holders this workshop earns 23.4 professional development hours.

Registration/Payment

The registration fee ($450/per attendee) covers the session, all course materials, and meals.

Special Registration Instructions for Employees of the Virginia Department of Transportation

VA LTAP workshop registration fees and related expenses for all employees of VDOT will be paid from the VDOT Learning Center budget. VA LTAP will direct bill the VDOT Learning Center for workshop registration fees. However, registrants need to contact their District Training Office or the VDOT Learning Center (Central Office employees) for instructions on how to seek reimbursement for travel expenses. Please also note it is not sufficient to enroll in a VA LTAP workshop through the VDOT Virtual University. VDOT registrants must also complete and submit a VA LTAP registration form to the VA LTAP office.

Due to current travel restrictions, VDOT employees are strongly encouraged to attend VA LTAP workshops on a day trip basis. Overnight travel requires permission from your District Administrator or Chief -- and in some cases higher levels of authority. If you require overnight lodging to attend a VA LTAP workshop, consult with your supervisor, District Training Manager, or VDOT Learning Center on travel approval procedures.
