Virginia LTAP Program Director

William E. “Bill” Kelsh is the Virginia LTAP Director. Bill comes to the Center for Transportation Studies from the Virginia Transportation Research Council where he worked for 29 years in a variety of roles. He began his career at the Research Council in June 1977 as a graduate assistant in the Economics and Environmental Section where he studied early applications of geographic information systems technology for conducting environmental assessments of highway corridors. Bill joined the full-time research staff in February 1979 where he studied and evaluated national, state, and local traffic records systems and made influential recommendations for efficiencies and improvements in Virginia's statewide accident records systems. In the mid-1980’s he designed and developed a microcomputer-based traffic records system for local police-reported accident and traffic offense data that was implemented in over 80 Virginia localities. In October 1986, he assumed the role of the Research Council's Information Technology Coordinator where he provided leadership and in-house technical support for the Research Council's VAX-based office automation and electronic publishing systems and over 60 desktop PCs. In September 1990, Bill was appointed as Assistant Director and assumed responsibility for leading all administrative functions at the Research Council including budget, fiscal, facilities, human resources, publications, library, and information systems. In 1992, he served briefly as Director of the Virginia Transportation Technology Transfer Center - the predecessor to today’s Virginia LTAP. Bill holds an undergraduate degree (Mathematics, 1973) and two Master's Degrees (Urban and Environmental Planning, 1978 and Computer Science, 1983) – all from the University of Virginia.
The program director manages the day-to-day
operations of Virginia LTAP. He
is responsible for strategic business decisions,
resource planning and allocation, financial accountability,
and personnel management. The specific responsibilities
of the program director include:
- Develop and implement strategic business
plans for Virginia LTAP
- Evaluate market needs on a continuous
basis to ensure proper development of targeted
programs
- Promote services and programs through
contacts with business representatives; local,
state, and federal officials and special interest
groups
- Develop and submit the annual Virginia LTAP
work plan and budget to FHWA
- Develop partnerships among Virginia universities
and other state and local agencies to provide
technology transfer workshops and services
- Represent Virginia LTAP at state,
regional, and national meetings and conferences
- Seek out and secure partnerships with potential
program instructors
- Oversee the development of workshop schedule
and instructor selection
- Oversee all aspects of contract development
between Virginia LTAP and all service providers
- Oversee all communication efforts (program
announcements, website, news announcements)
- Participate in forums involving dissemination
of research results
- Provide support to instructors
in curriculum development
Virginia LTAP Program MANAGER
Jane
Carlson (jec8q@virginia.edu)
Jane Carlson is the Program Manager for
Virginia LTAP. Jane started her consulting
business in the UK in 1993 after accumulating
more than 15 years’ experience working
in several international companies in the areas
of public relations, marketing, office administration,
and sales. Since moving to the United States
in 2003, Jane has worked with faculty in the
School of Engineering and Applied Science at
the University of Virginia and the UVa Health
System as a consultant, particularly in the areas
of writing, coaching, indexing, and a diverse
range of work in the language arena.
During her varied career in the UK, Jane has
worked in a number of industries with positions
including Special Assistant to the CEO of Blackwell
Publishing; Program Facilitator to the CEO of
Horwath Franchising, UK’s largest franchise
consultancy; Export Manager for the British Potato
Council; and Public Relations Manager for the
UK Atomic Energy Authority. In these roles, she
has gained great experience in areas including
budgeting, database management, event planning,
project management, general administration, office
management and conference organization.
The Program Manager oversees the logistical
activities associated with workshop and course
offerings. The specific responsibilities of the
Program Manager include:
- Negotiate with hotels and conference
facilities
- Coordinate dates and select suitable
facilities for workshops and courses
- Prepare contracts with instructors and
vendors
- Logistical coordination (training facility
selection & reservation, room setup,
A/V support, equipment needs, refreshments
needs)
- Answer inquiries from customers & prospects
regarding courses and workshops
- Handle course registrations, prepare course
materials, send confirmation to participants,
instructors, and meeting facilities
- Collect program fees from course registrants
- Evaluate course and workshop feedback
- Process instructor and vendor invoices
- Oversee publishing of quarterly newsletters
