History

Since its inception in 1986, the Local Technical Assistance Program (LTAP) in Virginia was managed by the Virginia Department of Transportation (VDOT) Transportation Technology Transfer Center (T² Center.) Initially, the T² Center was housed in the Virginia Transportation Research Council (VDOT's research division) located in Charlottesville. In 2003, the T² Center was made part of the newly-formed VDOT Knowledge Management Division. Over its 20-year life span at VDOT, the T² Center was recognized as one of the leading Local Technical Assistance Program centers in the nation in providing innovative services to its customers. The administration of the program was subsequently transferred to the University of Virginia's Center for Transportation Studies (CTS) effective July 1, 2006. The newly-named Virginia LTAP seeks to expand on the outstanding track record of service to the Commonwealth of the former VDOT T² Center.

CTS is a transportation research organization which was founded in the late 1940s as a result of a partnership between the University of Virginia and the Virginia Transportation Research Council (VTRC). Today, the Center works closely with state, regional, and federal sponsors on projects that enhance the efficiency of our transportation infrastructure and improve the safety of those who rely on it. Our goal has always been to conduct innovative research with actionable results in a wide range of transportation areas. Our focus on implementation and the expansion of knowledge is a hallmark of our education program. The center oversees a comprehensive range of programs that include education, research, and public service. The Center faculty who span over several departments (Civil Engineering, Systems & Information Engineering, and Urban & Environmental Planning) are highly regarded as both scholars and researchers. Other center resources include technical and research staff, as well as several laboratory facilities utilizing some of the most complex, state-of-the-art equipment including a mobile traffic data collection van. CTS is located within the Civil and Environmental Engineering Department, on the grounds of the University of Virginia.
